All my decent quality mp4's are about 150 Mb per episode. That is still not much; I can fit over 50 episodes (all the good ones I have except the ones on the official BBC DVDs) on two DVDs.

The low-res ones can be brought down to around 300 kbit/s. Anything lower is not meaningful. That ends up about the smallest you could do, and it is barely worthwhile; We don't want those 320x240 versions anyway. The decent ones are around 480x360 or better, which needs higher data rates.

So in my experience, it just isn't worth the trouble to try to get lower than that. All you get is blockyness, ugly artifacts as soon as there is a bit of movement or even noise.

Hmmm.. tried converting a 6.5Gig avi episode to the smallest flv file I could (128x96 mp3 22Hz Stereo) but it still ended up being 71meg.
and it don't look too flash

Well I don't have any in that particular format. Only avi/mpeg1/2 etc.

I do have every episode in another low quality format (realvideo) if that is of any use?

They all easily fit on one DVD at about 40meg an episode. 

Otherwise could try converting some raw avis to flv. Is this for a web site or to put on the tube?  (trying to see if I can get Super or RivaFLV Encoder working....)

You mean YouTube low quality? You won't get a worthwhile full episode in 20 Mb. 60 Mb will give you a full episode in poor quality and it is far from good enough. Above 100 Mb, it gets decent.
